A driver who was allegedly intoxicated when police say he crashed into a Ventura County sheriff’s deputy along the 101 Freeway was charged in October with murder, prosecutors said. Kostiuchenko, 41, had just completed a traffic stop and was walking back to his vehicle when he was struck and instantly killed, according to Ventura County sheriff’s officials.
